A Commercial Mail Receiving Agency is a private business authorized by the USPS to accept and forward customer mail. Form 1583, also called the Application for Delivery of Mail Through Agent, is a form required by the US Postal Service to show that a CMRA has the consent of the customer to accept and forward their mail. This form must be filled out and signed by the customer and then submitted to the USPS before the CMRA can provide mail forwarding services.
